God is a God of covenants and agreements.
For He is also a God of law and order.
From the very beginning of the book of Genesis He began to covenant with man.

Gen 3:16-19
16 To the woman he said, "I will greatly increase your pains in childbearing; with pain you will give birth to children. Your desire will be for your husband, and he will rule over you."
